Stephen J. Porter, BSc Global Technical Authority – Offshore Engineering
Stephen J. Porter is a highly accomplished engineering leader and technical authority with over 30 years of international experience in the oil and gas sector. Renowned for his strategic vision and hands-on expertise, Stephen has been at the forefront of complex offshore developments, delivering end-to-end project success in some of the most technically demanding environments across the globe.
Throughout his career, Stephen has led projects across the UK and Norwegian North Sea, Middle East, West Africa, Brazil, Mexico, South China Sea, and Vietnam. His work spans fixed and floating platforms, subsea-to-shore pipelines, sour gas processing, deepwater developments, and full asset life cycles — from concept through FEED and execution to handover. He has also played a pivotal role in supporting regulatory compliance, technical audits, and green energy integration into oil and gas operations.
Recognized globally as the Technical Authority (TA1) for offshore engineering for OMV, Stephen combines unparalleled technical insight with seasoned leadership. He has managed teams of up to 200 multidisciplinary professionals, delivered multibillion-dollar projects, and guided operators and partners alike in project evaluation, engineering assurance, and risk mitigation strategies. His ability to operate within both lean, fast-paced start-ups and large multinational enterprises reflects his unique adaptability and value as a consultant.
Stephen’s core strengths include concept and front-end development, engineering assurance, project delivery optimization, and technical investigation into pipeline integrity and offshore system failures. He brings deep experience in brownfield modifications, unmanned platform philosophies, decommissioning strategies, and carbon capture/sulphur mitigation in sour gas environments.
His achievements include redefining project concepts for cost reduction and operational safety, advising on CO₂ capture and fuel gas usage reduction, and auditing offshore operations for technical and safety compliance. He also brings proven expertise in mentoring engineers, enabling sustainable talent growth and knowledge transfer.
Stephen has deepened his expertise in energy transition and sustainability through targeted education in Carbon Capture, Utilization, and Storage (CCUS). He completed the CCUS program at the University of Edinburgh in 2021 and the PACE CCS training on Carbon Capture and Storage Value Chain: Network Design and Operational Technologies in 2023 — adding valuable insight into emerging low-carbon strategies and infrastructure design.
As a key consultant at P and Associates, Stephen contributes his global engineering acumen to advance the firm’s mission of excellence in energy consultancy. His services cover engineering audits, project risk evaluation, concept design, project recovery, and offshore integrity reviews. Additionally, he will play a critical role in technical coaching and the development of training modules covering offshore engineering principles, FEED review best practices, project lifecycle integration, and CCUS technologies.
